So and so is not looking at us!\u2019, and rather they mean by that, \u2018We are not achieving anything goodness from him\u2019. So that is the \u2018looking\u2019 over here from Allah -azwj Blessed and Exalted to His -azwj creatures. His -azwj Looking at them is Mercy for them.
