The term ' Khalifa' suggests that the one appointed is to rule the kingdom of God on behalf of God, i.e., as God wills. A ' Khalifa' is he who is vested with all the powers and the authority of him whom he represents. Thus the 'Khalfatullah' will be endowed with all the powers and the authority over the Kingdom of God. All creation of the Lord will be under the 'Khalifatullah' and the ' Khalifatullah' being under the absolute submission to the Lord.
