In fact, it is haram to look at the private parts of a boy who is Mumayyiz but has not yet reached to the of bulugh, even if it is not with the intention of lust.

AG Answer: The age at which a child understands good and bad.B Answer: This is the age at which a child is aware of the relationships, which take place between men and women.K Answer: The age at which a child, who has not yet become baligh understands good and bad.

Also, there is the possibility that his or her looking at the body of a non-Mahram may lead to sexual excitement.
