He acted freely in respect of the Public Treasury. He took from it whatever he wished, granted to whomever he liked, and gave to his followers. Imam Ali (a.s) has described this crooked policy, saying: “Till the third man of these people (Uthman) stood up with heaving breasts between his dung and fodder.
