Islams established laws and orders like Prayers, Hajj, Zakah (tax), are obligatory. Enjoining towards good, refraining from evil, lying, breach of trust, backbiting, wine, etc. which are prohibited and there is no need to follow a Mujtahid for these as these are known by everyone, therefore Taqlid is limited to those laws and orders which are not absolutely established.
