Indisputably, in the text of the Qur’an, the Sunnah of the Prophet ( s ) and the sayings of the pure Imams ( ‘a ) not all the laws addressing the needs of the day can be found. Nowadays, man needs a set of laws whose subjects did not exist during the early period of Islam, for which specific rulings need to be issued.
For example, let us consider the laws pertaining to airspace and the air jurisdiction of countries. Does an airplane have the right to enter the air jurisdiction of another country with the permission of its authorities or not?
