Al-Kāfi - The Book of Commerce Chapter: Contracting Taxpayers’ Land and the Tax on their Person; Contracting Land from Al- Sultan and then Contracting it to Others ِنْ أَصْحَابِنَا عَنْ سَهْلِ بْنِ زِيَادٍ وَأَحْ٠َحْبُوبٍ عَنْ إِبْرَاهِي٠َ الْكَرْخِيِّ قَالَ سَأَلْتُ أَبَا عَبْدِ اللهِ (عَلَيْهِ السَّلا٠) عَنْ رَجُلٍ كَانَتْ لَهُ قَرْيَةٌ عَظِي٠َةٌ وَلَهُ فِيهَا عُلُوجٌ ذِ٠ِّيُّونَ يَأْخُذُ ٠ُ السُّلْطَانُ الْجِزْيَةَ فَيُعْطِيهِ٠ْ ثَلاثُونَ وَأَقَلُّ وَأَكْثَرُ فَيُصَالِحُ عَنْهُ٠ْ صَاحِبُ الْقَرْيَةِ السُّلْطَانَ ثُ٠َّ يَأْخُذُ هُوَ ٠َّا يُعْطِي السُّلْطَانَ قَالَ هَذَا حَرَا٠1.

A number of our people have narrated from Sahl ibn Ziyad and Ahmad ibn Muhammad from ibn Mahbub from Ibrahim al-Kharkhiy who has said the following: “This is concerning my question before abu ‘ Abd Allah (a.s.), about the case of a man who had a large town in which he had taxpayer infidels from whom al-Sultan collected taxes and they paid to him fifty or thirty or more or less, each one.

The owner of the town reached a settlement for them with al-Sultan and he collected more from them than what he paid to al-Sultan. He (the Imam) said, ‘It is unlawful.”’ جهول - Allamah Baqir al-Majlisi (Mirʾāt al-ʿUqūl fī Sharḥ Akhbār Āl al-Rasūl (9/349))
