He said: Abul Qasim Jaâfar ibn Muhammad ibn Qawlawayh, may Allah be pleased with him, reported to me from his father, from Saâd ibn Abdillah, from Ahmad ibn Muhammad ibn Isa, from al-Husayn ibn Saeed, from Yasir, from Abdul Hasan al-Ridha, âAli ibn Musa, peace be upon him, who said: "When the rulers utter lies, the rains are withheld.
And when the monarch is oppressive, the country is weakened and when Zakat is withheld, the livestock (upon which Zakat has been due) suffer death." ØسÙØ© سÙدا - Shaykh Hadi al-Najafi (MawsÅ«Ê¿at AḥÄdÄ«th (4/51))
